Call for Proposals: C4B Open Call for Pilot Projects

Following the closure of the C4B Open Call for Pilot Projects call on 14th August 2026, the project received a significantly higher volume of eligible applications than initially anticipated.

To maintain the quality and rigor of the review process while ensuring the announced timeline for communication of results is respected, the setup of the evaluation panels has been updated.

Updated Evaluation Setup

Each admissible and eligible proposal will be reviewed independently by two (2) independent experts (replacing the initially foreseen panel of three)

Core Principles and Evaluation Rules

This procedural adjustment is introduced in full compliance with the principles of transparency, objectivity, and equal treatment:

  • Equal Treatment: The two-expert panel structure applies universally and without exception to 100% of the eligible proposals submitted to this call.
  • Award Criteria & Thresholds: The evaluation criteria, individual sub-criteria, scoring scales, and minimum qualification thresholds remain strictly identical and unchanged.
  • Impartiality: All assigned experts will certify the absence of conflicts of interest and the strict confidentiality of the applications.
  • Adapted Score & Consensus Procedure: To reflect the two-expert panel composition, the consensus mechanism set out in the Open Call is adapted as follows:
    • Consistent Scores: If the total scores assigned by the two independent experts are consistent (difference between the two scores is ≤15 points), the final score will be the average of the two.
    • Consensus Meeting: If there is a discrepancy of more than 15 points between the two scores OR one of the experts has scored the proposal below the qualification threshold, a consensus meeting between the two experts will be organized to agree on a single consolidated score.
    • Below Threshold: If both experts score the proposal below the qualification threshold, no consensus meeting is required, and the final score will be the average of the two.

Next Steps and Indicative Schedule

The remote evaluation phase will begin soon. Applicants can expect to receive their formal Evaluation Summary Report (ESR) and the notification of results by the end of November 2026.
